Well, sort of but the reverse. All the shed skin cells go away with the wax, leaving the bright shiny pigmenty layer behind. If you used too much / too hot, you could probably grab some ink. Ew.
When your tattoo heals, if you’re very, very careful, you can pull of one big scab/slough. It’s like peeling from a sunburn.
I once peeled off an entire tattoo skin flake and gave it to a friend. This was perfectly reasonable behavior in a nightclub in like ’86. ;D
