It is an article in German about a student demonstration protesting tuition fees. “Wir geben unser letztes Hemd” means literally “we are giving our last shirt” or, as we would say, “we are giving the shirt off our backs”. Obviously they are media-savvy and realize that a protest where college-age people take off their clothes gets more media coverage than simply marching around carrying signs.
